Energy-efficiency projects can have intimidating upfront costs, however, rebates are available through local utilities to offset costs and conserve energy usage. Lewis County Public Utility District (PUD) is currently offering an array of rebates to improve heating and cooling throughout commercial businesses. The following rebates on heat pumps, HVAC and insulation will help improve efficiency during hot summers and lead to long-term savings.

Ductless Heat Pump Rebates

Ductless heat pumps (DHPs) are a smart choice for homes and businesses that use electric resistance heating or have no existing ductwork. These systems deliver efficient zone-based heating and cooling while keeping installation flexible.

Eligibility Requirements:

  • Must be installed by a licensed contractor
  • Must include an AHRI Certificate

Rebate Amounts:

  • $1,000 per ton when replacing electric furnace or electric zonal systems (no HSPF requirement)
  • $300 per ton for upgrades from a heat pump, DHP, new construction, or buildings with no existing system (minimum 10.4 HSPF2)

Ducted Heat Pump Rebates

For buildings with ductwork already in place, ducted heat pumps offer a whole-building solution for energy-efficient climate control.

Eligibility Requirements:

  • Installed by a licensed contractor
  • Must include an AHRI Certificate

Rebate Amounts:

  • $700 per ton for upgrades from electric resistance heating (no HSPF requirement)
  • $150 per ton for upgrades from other heat pumps, electric zonal, wood heat, or no system (minimum 8.1 HSPF2 for split systems under 65,000 BTU/H)

Advanced Rooftop Unit Control (ARC) Retrofits

ARC retrofits improve the efficiency of rooftop HVAC units by adding smart fan speed control and advanced ventilation systems.

Eligibility Requirements:

  • Retrofit applications only
  • The existing rooftop unit must be unitary (not split-system), have ≥5-ton cooling capacity, and have a constant-speed supply fan
  • ARC project must be listed on BPA’s qualified products list

Rebate Options:

  • ARC Retrofit – Full: $250 per ton
  • Includes a variable-speed or multispeed fan motor and controller, plus:
    • Digital, integrated economizer control
    • Demand control ventilation using a CO2 sensor
  • ARC Retrofit – Lite: $120 per ton
  • Includes fan upgrades and is limited to:
    • Lodging facilities (hotels, motels, shelters, dormitories)
    • Residential care facilities (nursing homes, assisted living)

Packaged Terminal Heat Pump (PTHP) Rebates

This rebate supports replacing PTAC or electric zonal heating systems in commercial spaces with PTHPs for better efficiency and performance.

Eligibility Requirements:

  • Commercial buildings must be electrically heated
  • Existing attic insulation must be rated between R-0 and R-5
  • Must be installed by a licensed contractor with an AHRI Certificate

Rebate Amount:

  • $600 per installed PTHP

Insulation Rebates for Commercial Buildings

Improving a building’s insulation reduces energy consumption and enhances indoor comfort.

Attic Insulation Rebate Amounts:

  • R ≤ 5 to R – 19: $1.75 per square foot
  • R ≤ 5 to R – 49: $1.90 per square foot

Wall Insulation Rebate Amounts:

  • R ≤ 5 to R – 11: $0.80 per square foot
  • R ≤ 5 to R – 19: $1.10 per square foot

Window Upgrade Rebates

Upgrading to energy-efficient windows reduces heat loss and improves a building’s thermal envelope.

Eligibility Requirements:

  • Electrically heated commercial buildings
  • Existing windows must be single-pane, single-pane with storm, or metal-frame double-pane
  • New windows must be NFRC-rated with a U-value of 0.30 or lower

Rebate Amount:

  • $9 per square foot
